Toutefois, malgr\u00e9 des performances sectorielles notables, le commerce ext\u00e9rieur reste marqu\u00e9 par un d\u00e9s\u00e9quilibre structurel, traduisant la n\u00e9cessit\u00e9 d\u2019un changement de paradigme \u00e9conomique.<\/p>\n<p><strong>Une dynamique port\u00e9e par le p\u00e9trole, l\u2019or et l\u2019agroalimentaire*\u00a0<\/strong><\/p>\n<p>En 2024, les exportations s\u00e9n\u00e9galaises ont atteint 3\u202f909 milliards FCFA, en hausse de 21,3 %. Cette performance exceptionnelle est port\u00e9e par une forte progression de plusieurs produits cl\u00e9s : les produits p\u00e9troliers raffin\u00e9s ont g\u00e9n\u00e9r\u00e9 pr\u00e8s de 792 milliards FCFA, en hausse de 17 %, l\u2019or non mon\u00e9taire a atteint 588,5 milliards FCFA, et les premi\u00e8res exportations de p\u00e9trole brut du champ Sangomar ont rapport\u00e9 464,6 milliards FCFA. L\u2019agroalimentaire transform\u00e9, notamment les conserves de poisson, a \u00e9galement connu une progression remarquable. Malgr\u00e9 cette embellie, le d\u00e9ficit commercial reste \u00e9lev\u00e9, atteignant 3\u202f252 milliards FCFA, signe d\u2019un d\u00e9s\u00e9quilibre structurel persistant.<\/p>\n<p><strong>\u00a0Le taux de couverture reste pr\u00e9occupant*\u00a0<\/strong><\/p>\n<p>Le taux de couverture des importations par les exportations s\u2019\u00e9l\u00e8ve \u00e0 54,6 % en 2024. M\u00eame si le S\u00e9n\u00e9gal cessait totalement d\u2019importer riz et bl\u00e9, deux produits majeurs, le d\u00e9ficit ne baisserait que de 626 milliards FCFA, et le taux de couverture ne d\u00e9passerait pas 60 %. Cela montre que les d\u00e9s\u00e9quilibres sont structurels, et non conjoncturels.<\/p>\n<p><strong>\u00a0SAR 2 et Gas to Power : des leviers d\u00e9cisifs*\u00a0<\/strong><\/p>\n<p>Les projets SAR 2 (extension de la capacit\u00e9 de raffinage) et Gas to Power (production d\u2019\u00e9lectricit\u00e9 \u00e0 partir du gaz naturel) constituent des outils strat\u00e9giques. Ils permettront \u00e0 terme de r\u00e9duire les importations \u00e9nerg\u00e9tiques, d\u2019abaisser les co\u00fbts de production, et de stimuler l\u2019industrialisation locale. Ce sont des investissements cl\u00e9s pour am\u00e9liorer substantiellement la balance commerciale.<\/p>\n<p><strong>Miser sur un d\u00e9veloppement endog\u00e8ne et productif*\u00a0<\/strong><\/p>\n<p>Le commerce ext\u00e9rieur refl\u00e8te la structure de l\u2019\u00e9conomie nationale. Pour corriger durablement son d\u00e9ficit, le S\u00e9n\u00e9gal doit accro\u00eetre sa capacit\u00e9 de production locale, notamment dans l\u2019agriculture, l\u2019agroalimentaire, l\u2019industrie et les services exportables. Cela n\u00e9cessite des investissements structurants dans les infrastructures, l\u2019\u00e9nergie, la logistique, mais aussi \u2014 et surtout \u2014 dans la formation technique et professionnelle. Former une main-d&rsquo;\u0153uvre qualifi\u00e9e, adaptable et productive est indispensable pour b\u00e2tir une \u00e9conomie comp\u00e9titive, capable de g\u00e9n\u00e9rer des produits de qualit\u00e9, \u00e0 co\u00fbt ma\u00eetris\u00e9.
