Il a ainsi notamment magnifi\u00e9 le projet-pilote de Bus Rapid Transit (BRT), qui est en train d\u2019\u00eatre mis en \u0153uvre \u00e0 Dakar et qui va contribuer \u00e0 la r\u00e9duction des \u00e9missions de gaz \u00e0 effets de serre dans le transport. <\/strong><\/p>\n<p><strong>&nbsp;<\/strong>\u00ab&nbsp;Cette rencontre offre un cadre privil\u00e9gi\u00e9 pour un dialogue fructueux entre les diff\u00e9rents acteurs sur les enjeux de la mobilit\u00e9 durable et son importance pour l\u2019action climatique en Afrique&nbsp;\u00bb, a d\u00e9clar\u00e9 Luc Lecuit, adjoint au directeur des Op\u00e9rations de la Banque Mondiale pour le S\u00e9n\u00e9gal, la Mauritanie, la Gambie, la Guin\u00e9e-Bissau et Cabo Verde.<\/p>\n<p>La rencontre repr\u00e9sente aussi une \u00e9tape importante dans la pr\u00e9paration de la Conf\u00e9rence des Parties de la Convention des Nations Unies sur les changements climatiques (COP27) qui aura lieu en Egypte le mois prochain.<\/p>\n<p>Les enjeux du d\u00e9veloppement et du changement climatique se d\u00e9clinent dans toutes les politiques de transport, mais ils sont encore plus tangibles dans la probl\u00e9matique de la mobilit\u00e9 urbaine en Afrique, a-t-il affirm\u00e9.<\/p>\n<p>\u00ab&nbsp;De nombreux pays africains, dont le S\u00e9n\u00e9gal, connaissent et vont connaitre en effet une croissance rapide de la population urbaine, g\u00e9n\u00e9rant des besoins de mobilit\u00e9 accrus et une motorisation exponentielle&nbsp;\u00bb, a expliqu\u00e9 l\u2019expert de la BM.<\/p>\n<p><strong>R\u00e9duire les \u00e9missions de gaz <\/strong><\/p>\n<p>Cependant, ces d\u00e9fis pour les villes africaines sont aussi porteurs d\u2019opportunit\u00e9s pour permettre un d\u00e9veloppement urbain structur\u00e9, inclusif, r\u00e9silient et limitant les \u00e9missions de gaz \u00e0 effets de serre.<\/p>\n<p>L&rsquo;\u00e9lectrification des transports publics pourrait, selon lui, ouvrir la voie \u00e0 la d\u00e9carbonisation des transports \u00e0 grande \u00e9chelle et ainsi une limitation des probl\u00e8mes de sant\u00e9 li\u00e9es \u00e0 la pollution.<\/p>\n<p>\u00ab&nbsp;C\u2019est dans ce contexte que le S\u00e9n\u00e9gal b\u00e9n\u00e9ficie de l\u2019appui de plusieurs de ses partenaires pour la mise en place d\u2019une strat\u00e9gie de d\u00e9veloppement d\u2019une mobilit\u00e9 urbaine inclusive, r\u00e9siliente et \u00e0 faibles \u00e9missions&nbsp;\u00bb.<\/p>\n<p>A titre d\u2019exemple, il a cit\u00e9 le projet pilote de Bus Rapid Transit (BRT) de Dakar, financ\u00e9 par le budget national, le Groupe de la Banque mondiale et la Banque Europ\u00e9enne d\u2019Investissement.<\/p>\n<p>Il s\u2019agit, en effet, d\u2019un projet phare de cette strat\u00e9gie, avec un syst\u00e8me de transport de masse transformateur au c\u0153ur de la ville, et pour lequel la gestion des inondations et la r\u00e9silience au changement climatique ont \u00e9t\u00e9 au c\u0153ur de la conception<em>.<\/em><\/p>\n<p><strong>Flotte de bus \u00e9lectrique<\/strong><\/p>\n<p>\u00ab&nbsp;Le BRT, inclus dans le Plan S\u00e9n\u00e9gal Emergent a \u00e9t\u00e9 identifi\u00e9 comme un \u00e9l\u00e9ment cl\u00e9 dans la Contribution D\u00e9termin\u00e9e au Niveau National du S\u00e9n\u00e9gal pour la r\u00e9duction des Gaz \u00e0 effet de serre, gr\u00e2ce en particulier \u00e0 l\u2019utilisation plus importante du transport en commun qu\u2019il permettra&nbsp;\u00bb, a-t-il expliqu\u00e9.<\/p>\n<p>De plus, le BRT qui utilisera pour la premi\u00e8re fois en Afrique une flotte de bus \u00e9lectrique contribuera \u00e0 une r\u00e9duction importante de ces \u00e9missions estim\u00e9es \u00e0 deux millions de tonnes \u00e9quivalent CO2.<\/p>\n<p>Enfin ce projet sert de catalyseur au nouveau projet de restructuration des transports urbains, soutenu par des partenaires de d\u00e9veloppement comme l&rsquo;AFD, la BEI et l\u2019UE, qui doit financer infrastructures et services de transport public autour des axes de transport de masse que sont le BRT et le TER.<\/p>\n<p>\u00ab&nbsp;Cet exemple montre l\u2019importance d\u2019une strat\u00e9gie globale, int\u00e9gr\u00e9e et multi-sectorielle.
