L\u2019acquisition dont le processus devra \u00eatre finalis\u00e9 en mars 2023, hisse d\u00e9sormais l\u2019op\u00e9rateur au rang de num\u00e9ro un mondial du transport maritime et de leader du secteur sur le continent. <\/strong><\/p>\n<p>Cette concentration de la quasi-totalit\u00e9 des r\u00e9seaux portuaires du continent entre les mains d\u2019un seul et unique op\u00e9rateur ne peut l\u00e9gitimement manquer de susciter bien des interrogations et inqui\u00e9tudes au sein des milieux \u00e9conomiques et de l\u2019opinion publique africaine.<\/p>\n<p>Dans un r\u00e9cent entretien avec <em>Jeune Afrique<\/em>, le PDG Diego Aponte a tent\u00e9 de rassurer en soutenant que \u00ab&nbsp;MSC entend s\u2019inscrire dans la continuit\u00e9 de ce que la famille Bollor\u00e9 a b\u00e2ti en Afrique tout en expliquant que nous ne venons pas pour exercer un monopole sur le continent&nbsp;\u00bb. Bien \u00e9videmment, cela reste \u00e0 d\u00e9montrer sur le terrain et au quotidien.<\/p>\n<p>Il urge de rappeler avec force que l\u2019expansion du groupe Bollor\u00e9 en Afrique est indissociable d\u2019un puissant r\u00e9seau d\u2019influence anim\u00e9 par des chefs d\u2019Etats, des autorit\u00e9s gouvernementales et de hauts responsables d\u2019administrations publiques comme priv\u00e9es. Corruption, position dominante, concurrence d\u00e9loyale, entrave \u00e0 la concurrence&#8230; tout y passe comme m\u00e9thodes op\u00e9ratoires.<\/p>\n<p>Vincent Bollor\u00e9 n&rsquo;avait-il d\u2019ailleurs pas reconnu le 26 f\u00e9vrier 2021 devant le tribunal judiciaire de Paris sa culpabilit\u00e9 pour les faits de corruption active d\u2019agent public \u00e9tranger et complicit\u00e9 d\u2019abus de confiance au Togo&nbsp;?<\/p>\n<p>Le groupe s\u2019\u00e9tait \u00e9chin\u00e9 \u00e0 la fin de la d\u00e9cennie 80 \u00e0 bloquer l\u2019entr\u00e9e de la compagnie danoise de transport maritime Maersk Line au S\u00e9n\u00e9gal. De guerre lasse, celle-ci s\u2019\u00e9tait plaint aupr\u00e8s des instances de l\u2019ancienne Communaut\u00e9 \u00e9conomique europ\u00e9enne (aujourd\u2019hui Union Europ\u00e9enne) pour abus de position dominante.<strong> &nbsp;&nbsp;&nbsp;<\/strong><strong>&nbsp;&nbsp;&nbsp;<\/strong><\/p>\n<p>Le 1<sup>er<\/sup> juin dernier, le PDG du groupe fran\u00e7ais Cyrille Bollor\u00e9 a \u00e9t\u00e9 re\u00e7u \u00e0 Dakar par le chef de l\u2019Etat Macky Sall \u00e0 qui il a, sans doute, d\u00e9taill\u00e9 les contours et perspectives impliqu\u00e9es par cette cession. Le patron de MSC Diego Aponte devra lui embo\u00eeter le pas dans la capitale s\u00e9n\u00e9galaise et les autres capitales africaines dans les prochaines semaines.<\/p>\n<p>Dans l\u2019int\u00e9r\u00eat sup\u00e9rieur de la nation, il incombe donc au chef de l\u2019Etat de faire comprendre \u00e0 ces derniers, et de fa\u00e7on claire et sans \u00e9quivoque, ce qui est attendu d\u2019eux. &nbsp;A charge ensuite aux diverses autorit\u00e9s publiques (ministres de tutelle, autorit\u00e9s portuaires, organes de contr\u00f4le et de r\u00e9gulation) de veiller scrupuleusement \u00e0 l\u2019application stricte des r\u00e8gles du jeu.<\/p>\n<p>Les interrogations li\u00e9es aux risques de monopole, de position dominante sont d\u2019autant plus fond\u00e9es que MSC tente aujourd\u2019hui, suivant une logique de d\u00e9ploiement d\u2019une strat\u00e9gie d\u2019int\u00e9gration verticale, de se positionner dans la logistique terrestre au S\u00e9n\u00e9gal.<\/p>\n<p>Quel sera le sort r\u00e9serv\u00e9 aux PME locales d\u00e9j\u00e0 pr\u00e9sentes sur ce segment&nbsp;? Seront-elles suffisamment prot\u00e9g\u00e9es par des lois robustes et transparentes garantissant une concurrence saine et loyale lors des mises en concession futures&nbsp;? Toute la question est l\u00e0.<\/p>\n<p>Combien de PME locales jadis solidement implant\u00e9es des d\u00e9cennies durant au sein de l\u2019\u00e9cosyst\u00e8me portuaire dakarois ont aujourd\u2019hui disparu ou \u00e9t\u00e9 fragilis\u00e9es car n\u2019ayant pu contenir le rouleau compresseur des mastodontes internationaux, parce qu\u2019abandonn\u00e9es par les pouvoirs publics&nbsp;?<\/p>\n<p>Aujourd\u2019hui, l\u2019essentiel des terminaux du port de Dakar sont entre les mains des multinationales qui disposent, il est vrai, de l\u2019expertise technologique et de la puissance financi\u00e8re n\u00e9cessaires pour op\u00e9rer (DP World, Bollor\u00e9, Sea Invest\u2026). Il faut toutefois s\u2019empresser de marteler avec force que cet avantage comparatif n\u2019est absolument pas une raison de laisser d\u00e9manteler insidieusement le r\u00e9seau d\u2019acteurs portuaires nationaux patiemment construit au fil de d\u00e9cennies de labeur et de pers\u00e9v\u00e9rance.<\/p>\n<p>V\u00e9ritable poumon \u00e9conomique du pays (plus de 90% des \u00e9changes internationaux), facteur essentiel de comp\u00e9titivit\u00e9, le contr\u00f4le et la modernisation du port de Dakar demeurent un enjeu \u00e9conomique crucial mais \u00e9galement de souverainet\u00e9 politique.<\/p>\n<p>Ce n\u2019est point faire preuve de \u2018\u2019x\u00e9nophobie \u00e9conomique\u2019\u2019 comme sont prompts \u00e0 r\u00e9pliquer certains esprits aveugl\u00e9s par la mauvaise foi que d\u2019exiger de nos dirigeants un plus grand contr\u00f4le de nos \u00e9conomies. C\u2019est tout simplement faire preuve de nationalisme \u00e9conomique. Mieux, de patriotisme \u00e9conomique. Est-ce un d\u00e9lit&nbsp;?
